The Citizens Charter is a National Priority Program (NPP) of the National Unity Government (NUG) that was officially launched on September 25, 2016.

The Citizens Charter is an inter-ministerial, multi-sectorial NPP, where Ministries have collaborated to provide basic services to rural communities. The key service delivery ministries involved are: Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Education (MoE), Ministry of Public Health (MoPH) and Ministry of Agriculture, Irrigation and Livestock (MAIL), with oversight by Ministry of Finance (MoF). MRRD has a key role and will be responsible for infrastructural development and strengthening CDCs and Cluster CDCs. The Community Development Councils (CDCs) will be linked to sub-national government to improve communication and coordination from the community to the district, provincial and national levels - increasing Government visibility and accountability. The Citizens’ Charter is an important foundation for the Government’s reform agenda, contributing to a number of priority areas including: Ensuring Citizens’ Development Rights; Building Better Governance; Reforming Development Planning & Management and Developing Partnerships.

The Citizens Charter intends to improve service delivery by ensuring minimum service standards, provide greater responsiveness by the Government to the people and increase the level of public satisfaction with services. The Charter commits to deliver the following core services across the country over a 10-year period:

  • Basic health services
  • Basic education access
  • Safe drinking water and sanitation
  • Improved farming technologies and the delivery of extension services
  • Rural connectivity with tertiary roads
  • Rural renewable energy

Key roles and Accountabilities:


The website manager works within the Public Communications Division (PCD) and is responsible for maintaining the content of CCNPP website update, well-structured, accurate, current and easy to find the required information. He/she will make sure that the website meets the requirements of its diverse users, audience and CCNPP stakeholders. The position requires to manage the web pages, images, videos, blog posts, articles, success stories and project implementation detail and work closely with the PCD Production and Stakeholder Engagement units as well as CCNPP divisions to generate content and maintain the website dynamic and engaging. He/she is also responsible for developing of content and design of monthly newsletter and assisting in the provision of content for social media. The website manager will specifically perform the following tasks:

  • Develop and publish content, maintain continuity of themes, design layout, streamline navigation and increase online presence to potential users
  • Responsible for planning, developing and implementing the CCNPP’s website content strategy
  • Manage CCNPP website CMS and work with MIS team to ensure the website is meeting the needs of all CCNPP stakeholders
  • Work with PCD units to develop and prepare content such as article, stories, press releases, spots, videos, documentaries, infographics, and keep the website with updated content
  • Assist in developing concepts, scripts and scenarios for creating short documentary films and videos to keep the website visualized and live
  • Work with CCNPP relevant divisions to collect and prepare content for CCNPP monthly newsletter including stories and short video spots
  • Conduct regular gap analysis to identify flaws and redundancies and analyze how users interact with CCNPP website
  • Conduct online survey of the users and study how they view the website and enhance the content based on their needs
  • Carry out search engine analytics to maximize traffic on the website and initiate approaches and tactics to increase its online marketing presence and performance and grow the subscribers
  • Conduct regular monitoring of the website statistics and prepare regular analytical reports to evaluate the progress
  • Develop guideline and assist PCD staff in writing and producing content for the website and social media
  • Build and execute strategy to strengthen the links between the website and the social media
  • Assist to generate, edit, publish and share content for social media
  • Be able to occasionally update HTML, CSS and JavaScript on the website
  • Perform any other duties as assigned by the Head of PCD

Required Skills

  • Good attention to detail, creativity and knowledge of information technology
  • Should be familiar with publishing and design software
  • Must have strong communication skills and an up-to-date awareness of marketing techniques
  • Must have analytical and assessments and time management skills
  • Must have strong interpersonal and communication skills
  • Must have excellent written and oral communication skills in English and the local languages
  • Knowledge in website design and maintenance


Minimum Specialized Qualifications:


  • At least bachelor’s degree in communications, journalism, marketing, social sciences or any other related field. Master degree will be an advantage
  • Must have five years plus working experience in communications, PR, research, marketing or publishing/digital content
  • In-depth knowledge of the Social Media and HubSpot Content Optimization System
  • Knowledge and experience with HTML, XHTML, CSS design, cross-browser and cross-platform compatibility, Access, MySQL and JavaScript are an advantage.
