The Citizens Charter is a National Priority Program (NPP) of the National Unity Government (NUG) that was officially launched on September 25, 2016.

The Citizens Charter is an inter-ministerial, multi-sectorial NPP, where Ministries have collaborated to provide basic services to rural communities. The key service delivery ministries involved are: Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Education (MoE), Ministry of Public Health (MoPH) and Ministry of Agriculture, Irrigation and Livestock (MAIL), with oversight by Ministry of Finance (MoF). MRRD has a key role and will be responsible for infrastructural development and strengthening CDCs and Cluster CDCs. The Community Development Councils (CDCs) will be linked to sub-national government to improve communication and coordination from the community to the district, provincial and national levels - increasing Government visibility and accountability. The Citizens’ Charter is an important foundation for the Government’s reform agenda, contributing to a number of priority areas including: Ensuring Citizens’ Development Rights; Building Better Governance; Reforming Development Planning & Management and Developing Partnerships.

The Citizens Charter intends to improve service delivery by ensuring minimum service standards, provide greater responsiveness by the Government to the people and increase the level of public satisfaction with services. The Charter commits to deliver the following core services across the country over a 10 year period:

  • Basic health services
  • Basic education access
  • Safe drinking water and sanitation
  • Improved farming technologies and the delivery of extension services
  • Rural connectivity with tertiary roads
  • Rural renewable energy


CASA-1000 Community Support Project

The Project Development Objective is to provide access to electricity or other social and economic infrastructure services to communities in the project area in order to strengthen community support for CASA-1000 transmission line.

The Senior Finance Officer supports the CASA 1000 Community Support Program on the following tasks and responsibilities:

Duties & Responsibilities:


Job Summary:

The Operation Unit is responsible to support the CASA 1000 &CCAP through the efficient management and accounting of (a) the operation funds expended for the running costs of CCAP management infrastructure in Kabul HQ and field offices and FP payments, and (b) other payments, which will be processed through the Ministry of Finance.


Key Responsibilities:


  • Ensure sufficient internal control is in place for smooth and efficient process of all CASA 1000 & CCAP payments and receipts.
  • Prepare and process monthly payroll for CASA 1000 & CCAP HQ, Provincial Offices, District offices & international staffs.
  • Prepare weekly, monthly, quarterly, and yearly expenditures reports of operation fund unit.
  • Verify Operation expenditures for recording in the computerized accounting software (quickbook).
  • Prepare budget projections and forecasts quarterly and annual basis for operation expenditures in consultations with the Head of Unit.
  • Liaison with payments unit on all payments related to Operations.
  • Preparing financial training material, including PowerPoint presentations and hand-outs with practical examples and conduct training for all PMU accountants.
  • Liaison with CASA 100&CCAP Departementes (HR, Procurement & Admin) on day-to-day finance related activities.
  • Establishing and maintaining adequate internal control for processing and authorizing payments.
  • Ensure that all documents from the Operation and FP reach to the payment unit as per the approved checklist.
  • To assist the Head of Unit with matters relating to payments, and audits regarding preparation and audit of annual accounts.
  • Assist Head of the Unit in identifying areas of improvements in operations unit and Field Offices.
  • Participate in meetings in line to the finance related tasks/issues/audits.
  • Liaison with the DAB for any financial issue.
  • Assist the Unit Head on daily unit assigned activities.
  • Travel to field offices on monitoring of CASA1000 Project.
  • Other special duties as assigned by the Head of Unit.


Report to:  Head, Operation Fund Unit



Knowledge/Experience, Qualifications/Skills and abilities required:

  • A minimum bachelor’s degree with 5 years experience in the related field is required.
  • Have clear understanding and knowledge of relevant guidelines and policies as stated in the CCAP Operations Manual (OM) and the Financial Management Manual (FMM). Implement and apply the financial policies and procedures in overall accounting activities.
  • Management team leadership ability
  • Having the required skills in general management
  • Writing and communication ability in professional and related area
  • Fluency in English, Dari and/or Pashto in speech, writing and comprehension.
