Introduction

The Citizens Charter is a National Priority Program (NPP) of the National Unity Government (NUG) that was officially launched on September 25, 2016.

The Citizens Charter is an inter-ministerial, multi-sectorial NPP, where Ministries have collaborated to provide basic services to rural communities. The key service delivery ministries involved are: Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Education (MoE), Ministry of Public Health (MoPH) and Ministry of Agriculture, Irrigation and Livestock (MAIL), with oversight by Ministry of Finance (MoF). MRRD has a key role and will be responsible for infrastructural development and strengthening CDCs and Cluster CDCs. The Community Development Councils (CDCs) will be linked to sub-national government to improve communication and coordination from the community to the district, provincial and national levels - increasing Government visibility and accountability. The Citizens’ Charter is an important foundation for the Government’s reform agenda, contributing to a number of priority areas including: Ensuring Citizens’ Development Rights; Building Better Governance; Reforming Development Planning & Management and Developing Partnerships.

The Citizens Charter intends to improve service delivery by ensuring minimum service standards, provide greater responsiveness by the Government to the people and increase the level of public satisfaction with services. The Charter commits to deliver the following core services across the country over a 10 year period:

  • Basic health services
  • Basic education access
  • Safe drinking water and sanitation
  • Improved farming technologies and the delivery of extension services
  • Rural connectivity with tertiary roads
  • Rural renewable energy

Background: The Central Asia-South Asia Electricity Transmission and Trade Project (CASA-1000) aim to facilitate electricity trade between hydropower surplus countries in Central Asia and electricity deficient countries in South Asia. The four countries participating in the project are Afghanistan, Kyrgyz Republic, Pakistan and Tajikistan. The Afghanistan portion of CASA-1000 is a 560 km DC transmission line that will extend from the Tajikistan border to the border with Pakistan near Peshawar. As part of the CASA-1000 project, the participating countries will implement individual Community Support Programs (CSPs) in each country. The aim of these programs would be to increase the shared prosperity associated with the project for communities along the CASA-1000 corridor.

CASA-CSP: For Afghanistan, CASA- CSP has been designed with the objective to strengthen community support for CASA-1000 transmission line by providing access to electricity or other social and economic infrastructure services to communities that live along a 2 kilometre ‘Corridor of Influence’ each side of the CASA-1000 transmission line. It is expected that there will be approximately 580 communities spread over 32 districts in 8 provinces, with a total of over 152,000 families along the corridor of influence (COI). Given the terrain along the COI, as well as the unique nature of community mobilization in High risk areas, there will be some flexibility to work with communities outside of the COI – funding for this will come from the unallocated funds category.

 

Job Summary:

Provide technical support to CCNPP districts, contribute effectively to the survey, design and preparation of renewable energy subprojects proposals conducting technical implementation and monitoring of ongoing subprojects. Participation in technical training, which will be conducted by Engineering Division.

 

 

 

Job Responsibilities:

  • Survey and design of sub- projects in power line extension, Micro Hydro Power, (MHP)  and solar mini grid system at the field .
  • Technical monitoring and evaluation of power line, solar mini grid  and MHP subprojects.
  • Assess and finalize projects scope of work refers to CCNPP OM.
  • Maintaining records and prepares technical reports and correspondence related to the work with scope of problem and recommendations.
  • Contributes to the development of MHP operators training material and actively participate to practical training activity
  •  Responsible for consideration of all engineering manuals, guidelines, at the field.
  • Curries out research required to identify CCNPP engineering related issues and work for future stone requirements and opportunities across the Program.
  • Works with the district team to identify legal restrictions and encumbrances and liaise with developers as per the agreed process for stone provision.
  • Contributes to the collection of statistic data on the project site; interprets results and interprets results and compiles formal reports.

 

Required Work Experience & Qualification:

  • At least graduated from engineering faculty (bachelor degree must be certified by Ministry of Higher Education) electrical department.
  • Minimum of 4 years relevant work experience

Knowledge of:

  • Having knowledge of preparation of power line and MHP solar mini grid subprojects proposals.
  • Having knowledge of subprojects technical monitoring and evaluation.
  • Having knowledge of survey, design and implementation of renewable energy band power subprojects.

 

Skills:

  • Having high skill of survey and design of Subprojects proposals
  • Good reporting skill.
  • Diagnosing and solving skills of subprojects technical problems.
  • Team working skill.
  • Very good typing speed of (English, Dari and Pashto)
  • Must be willing to work in HQ and travel to the provinces when required.
  • Have good communication skills.
