The Citizens Charter is a National Priority Program (NPP) of the National Unity Government (NUG) that was officially launched on September 25, 2016.

The Citizens Charter is an inter-ministerial, multi-sectorial NPP, where Ministries have collaborated to provide basic services to rural communities. The key service delivery ministries involved are: Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Education (MoE), Ministry of Public Health (MoPH) and Ministry of Agriculture, Irrigation and Livestock (MAIL), with oversight by Ministry of Finance (MoF). MRRD has a key role and will be responsible for infrastructural development and strengthening CDCs and Cluster CDCs. The Community Development Councils (CDCs) will be linked to sub-national government to improve communication and coordination from the community to the district, provincial and national levels - increasing Government visibility and accountability. The Citizens’ Charter is an important foundation for the Government’s reform agenda, contributing to a number of priority areas including: Ensuring Citizens’ Development Rights; Building Better Governance; Reforming Development Planning & Management and Developing Partnerships.

The Citizens Charter intends to improve service delivery by ensuring minimum service standards, provide greater responsiveness by the Government to the people and increase the level of public satisfaction with services. The Charter commits to deliver the following core services across the country over a 10-year period:

  • Basic health services
  • Basic education access
  • Safe drinking water and sanitation
  • Improved farming technologies and the delivery of extension services
  • Rural connectivity with tertiary roads
  • Rural renewable energy

The CC's Director of Operations (DoO) serves as the second-in-command to the CC's General Director. While the latter is more focused on external relationships and upstream issues, the DoO is focused on internal relationships and day-to-day operations of the CC, including all downstream issues.


Specific responsibilities include:

Leading the planning and preparations for the operational and institutional arrangements for the first phase of CC.

Direct supervision and management of the CC Operations Directorate comprising of HRM, Admin & Logistics/security, MIS, Finance, Procurement and Security Departments.

Supervise and monitor CC provincial and district offices

Managing all CC's financial resources, including grant/donor accounts, budget planning and preparation, approval/authorization of all CC's expenditure, financial reporting and audits.

Ensuring a comprehensive monitoring system in the CC, that is relevant and updated to the CC's dynamic needs, and adequately address donor/government reporting requirements, and CC's own management information needs.

Compiling lessons-learned, best practices and challenges from field implementation and ensuring these are captured in revisions to the CC's Operational, Financial, Administrative, Engineering, Grievance Handling and other manuals and policy documents, as required.

Ensuring bottom-up work and budget planning covering the CC provincial offices and FPs on an annual basis, with further details broken down by month, week and by day as required.

Leading the institutional development of CC's delivery structure, including the planning and allocation of all human and other resources as required.

Direct oversight over the procurement, contracting and work performance of the CC's financial management, international individual consultants providing technical assistance in a variety of areas, other firms contracted on a short-term basis for conducting various evaluations/studies etc.

Working closely with the General Director to better align CC's implementation to MRRD's strategic intent and goals. This includes keeping him/her regularly updated on all key issues, progress and challenges faced by the CC.

Serving as the (Acting) General Director during periods when the Director General is away on official duty or on leave.

Strategic and operational support to CC-ED in all CC implementation aspects including communication and coordination with MRRD internal departments/programs and external partners.

Any other functions as may be required by the CC's General Director.

Educational Qualifications:


A minimum of Doctorate degree/Master degree or bachelor degree in project management, development management, community/rural development or a similar field is required.


Work Experience:


A minimum of 3 years with Doctorate degree 5 years with Master degree and 10 years with Bachelor degree of relevant work experience which large development program management at senior levels, government-managed development initiatives required, and CC-type multi-donor funded, national-level program management is considered a distinct advantage.


Other Requirements:


Understanding of the Afghan Government structure, and local governance policies

Understanding of the MRRD's mandate, operations, departments and programs


Develop policy and strategy to manage conflicting priorities, and effective management of human, financial and others.

Ability and willingness to travel all over Afghanistan and abroad as required for work


Ability to professionally communicate about the organization and represent the organization/program at national and international levels.

Management and administrative skills

Leadership, communication and team work skills

Working efficiency in Microsoft Office packages

Working fluency in English

Excellent written and oral skills in Dari and Pashtu

High integrity and accountability in all aspects of project monitoring

Ability to establish and maintain effective working relationships with all related stakeholders
